Builder operations

The Builder accepts signed jobs from the Core and sends signed status, event, and usage callbacks. Keep the Builder private, monitor queue latency and disk capacity, and rotate credentials through the documented operational process.

A final usage callback is authoritative for settlement. Incremental updates are indicative only.
